Why are there so many glass blocks in Buffalo?

Does anyone know why every third building in Buffalo, NY has windows made with glass blocks? Was it an architectural trend at some point, or was it just cheap material? I just visited the city and am curious about this feature of the buildings.

It was an architectural style called Art Moderne found in structures built after the 1930′s.
