crazy answer for a crazy question. contact someone in the fiber optic industry (Nufern- small enough comany to give this a try). when they make a slug for pulling fiber, they start with a glass tube similar in dimension to what you describe. they effectively grow the glass from the inside by passing gas through it and hitting it with heat. the process is amazing. someone at Nufern should be able to put you in contact with the right glass tubing people.
