When this vacuum glass bulb has light shining on it, the objects inside spin on a pivot point. The stronger the light, the faster they spin. The bulb does not produce the light itself. It isn’t connected to any power source. The spinning of the objects inside is caused by light from any other outside source shining on the glass bulb.
