You are using a chemical to do the etching not a tool, so it is chemical.

Since you are etching it without using abrasion or heat or by any other physical methods, it is chemical in nature. Also, HF is a highly reacting chemical (almost all halogen compounds are) and it reacts with glass to corrode them.
Thus its it chemical in nature.
