How do you get the picture unstuck from the glass of a picture frame?
Almost the whole picture is stuck to the glass in a picture frame. I don’t believe I can save the picture and that is fine but I don’t want to go through the hassle of getting a new small piece of glass cut for the frame. Can I just soak it? What is the quickest and most effective?

If you don’t care about the picture just soak in warm water. The paper should release just like labels from glass jars.

Try steaming the glass and picture. Hold it with tongs over a kettle or something. The moisture should separate the picture and glass.

Windex and a razor blade will do the trick. Soak the backing off the pic with water, then spray with windex and use the razor blade to scrape off any residual of the photo.

Soak the glass in warm water and add a little vinegar to the water.

Tear the picture off the glass.
Get yourself some Windex & a Razor Blade.
Spray the windex on the stuck pieces of photo to soak them, then scrape it off with the razor blade.
Works great on those sticky parking tickets, and also the oil crayon they use when they impound your car too.

Goo Gone works great! Squirt some on, let sit for about 5 mins and it will wipe off. However, it will leave an oily residue which will need to be cleaned off with window cleaner or you can use straight white vinegar. I would also recommend that side of the glass be on the outside of your new framed photo.

A great all around product for unsticking stuff is called Goo Gone. You can try it for your problem. It is also great for taking price stickers off paper items including books. It will soften the adhesive without damaging, staining, or warping the paper. Don’t worry about the residue someone mentioned earlier. Leave the item to air dry for awhile and it’ll be all gone.
