If it’s a photo made with photographic paper then soaking it in water will work just fine, once free from the glass hang it up to dry. If it is a printed photo using an inkjet then water will ruin it. There’s not much you can do…unless someone else has learned a trick for this?

It may not be salvagable, depending on how bad it’s stuck. You could try like Dawg suggested.
I would recommend in the future:
1) Never place a picture directly on the glass.
2) Never place a picture that is a one of a kind, or has sentimental value into a frame. Make a copy.
3) When putting a picture in a frame, matte it first.

I hope I’m not too late here….
Is your “picture” a photograph? If so….DO NOT STEAM!!! You will destroy the emulsion, curl your photo, and altogether ruin it.
Either take it to a frame shop, like Michaels, or buy a product called Un-Du, which will release the emulsion long enough to unstick it. Follow the directions on the bottle…it really works, and does not damage the work. It also works on other types of art, but be sure to read the instructions, or ASK.
There is no artwork I know of, with the possible exception of acrylics, that should EVER come in contact with steam. Under some circumstances, you can expose a photo to water, but if it is old, you WILL damage the emulsion.
P.S. DO NOT BREATHE the vapors
