The acid is merely used to partially dissolve the lime-based cement, which will remove inpurities on its surface. The pH should always be corrected by flushing with lots of water to remove the residue, and vacuumed up. Dry thoroughly. If you intend to finish the floor, this is a great way to start. A good concrete primer will help as well.
